ISSUE PAPER 

In this assignment you will research an aspect of bilingual education within the sociopolitical context of the United States. Your “issue” should be something that we’ve read about and/or talked about in our course, ED 209/IN 251 – Foundations of Bilingual Education. You can draw from the list of possible topics on Moodle or request approval for a topic of your choice. You will then write an Issue Paper, sharing what you’ve learned. The Issue Paper will address the following IN 251 Learning Goals.

IN 251 Learning Goals 1. Analyze social structures within the United States through the use of discipline-appropriate sources. 2. Use ethical reasoning to make a judgment about some aspect of the structure of the United States 3. Reflect on your responsibilities as a democratic citizen in the United States.

Total Issue Paper: 6 – 9 pages

I. Introduction (15 points): 1 – 1.5 pages (double-spaced) • Introduction: Presentation of the “issue” you are addressing in your paper. ➢ Issue identification ➢ Background of the issue ➢ Significant of the issue

II. Body (35 points): 3 – 4.5 pages • Body (findings): Presentation of proponents’ and opponents’ viewpoints. ➢ Critical analysis of the “issue” within the sociopolitical context of the United States. ➢ Use of peer reviewed journal articles and/or academic books (3 new sources minimum).

III. Conclusion (15 points): 1 to 1.5 pages • Based on your analysis of the “issue” make a case for what should be done (your ethical judgment). • Briefly draw from arguments presented in your paper. Be sure to provide logical reasons for your stance.

IV. Reflection (15 points): 1 to 1.5 pages • What have you learned from this research project as a citizen of the U.S. or as a global citizen? • Reflect on your responsibilities as a democratic citizen in the United States and/or global world.
