Whistleblowing is defined as disclosure by organization members (former or current) of illegal, immoral, and illegitimate practices under the control of their employers, to persons or organizations that may be able to effect action. Whistleblowing has provided numerous benefits, such as increasing the safety and well-being of organizational members, increasing support for codes of ethics, preventing escalation of wrongdoings, and enhancing government accountability. However, retaliation (or threats of retaliation) against whistleblowers hinders public employees from reporting the wrongdoing. For example, a well-known whistleblower Vince Cefalu – in the Bureau of Alcohol, Tobacco, Firearms and Explosives was punished by his agency after he blew the whistle on the failed anti-gunrunning operation that let thousands of guns slip across the US-Mexico border. His interview with an independent news organization reveals the many ways in which his agency retaliates against him, including multiple suspensions, reprimands, transfers and being idled in a cage, basically being left in an empty office with nothing to do, for two years, terminated twice. Despite the Whistleblower Protection Enhancement Act of 2012, retaliation against whistleblowers are still prevalent and as a result, a large number of public employees are reluctant to report wrongdoings in the public workplace.

2. Whistleblowers are often the victims of retaliation by their organizations. Employees who blow the whistle on their employers are often laid off or transferred to other organizations or departments with the reduction of their salaries. Thus, public employees are often reluctant to blow the whistle due to retaliation. Discuss what factors influence public employees to blow the whistle when they find fraud or corruption in their organization.
