Good outline overall. Good start on the strength and limitations of the literature, but be sure you are assessing the body of literature as a whole.
Good body of primary literature. Adding other reviews or background studies to document problem and issues (e.g., Kaiser Family Foundation reviews, web info) would improve paper.
