2. Critique the merits
Critique the merits of the policy. When critiquing a policy initiative, focus on the underlying assumptions and either agree with them or disagree with them, supporting your position with scholarly evidence.
3. Recommendations
Provide one recommendation for the policy and outline the steps that need to be taken to promote the recommendation. Specify how the recommendation promotes population health.
4. Tone
The tone of the letter should be professional, objective, and devoid of language that is demeaning or irrelevant to the argument.
5. Format
