1- Problem Statement.

2- Background
In this section, the problem is defined in more detail that outlines any adverse effect on the health of populations. Vital statistics can be used to provide evidence that the problem indeed has an effect on the health of populations. In this section, you want the seriousness of the problem to be evident to the reader. Scientific data from studies, pertinent laws, and cost impact and financing can be included to indicate the depth of the problem. If there are any ethical considerations, these can be included in this section. Provide enough factual information that highlights the seriousness of the problem.
3- Landscape
Discuss the key stakeholders and their positions as they relate to political, social, and economic factors. The purpose of the Landscape section is to provide the reader with information about the key stakeholders and their positions on the problem.
4- Options
Describe and analyze two laws, bills, acts, regulations or mandates that address the public health issue. The policies must address the best course of action in alleviating the public health issue you identified. Consider the outcomes of the policies as to how well they address the public health issue (1). This includes presenting the pros and cons of each policy (2). The pros and cons for each policy can be analyzed by cost, political feasibility, legality, fairness, timeliness, or targeted impact (3). How the policies will be evaluated needs to be considered with each policy (4).
5- Recommendations
Offer one option from the two presented that best addresses the problem. If you think neither option best addresses the problem, you can make a recommendation supported by scholarly literature. Discuss the outcomes of the selected option carefully and provide reasons as to why this is the best option to pursue.
