Are there specific physical constraints you need to work around? For example, how small/large an ocean organism would you target first? What size would the tag need to be to not interfere with the organism and still have enough power/antenna to reach a satellite? What satellite constellation would work best for this tracking? How deep can the device go and still transmit through the overlying water column? How much time does the species you are tracking spend that shallow?
What sponsors/grants/businesses might be interested in funding your work? Are there any specific scientists (marine biologists, ecologists, etc.) or research groups you would like to work with while developing your prototypes?
