The focus of the paper and your central argument should be based on your analysis of a specific policy – can be federal, state, and local. Answer the following probing questions:
1. What were the policy assumptions behind these passage of this policy? Whose assumptions were these? What problems was it intended to solve?
2. How it was situated within the political and social movements of its time? What political rhetoric moved this forward?
3. What do you know about the differences between the intentions and the implementation, and what has been its impact on its intended policy stakeholders?
