There are more emerging space powers today than there have ever been. Some are truly passionate about building a space program while others may be using the veil of a space program to develop other capabilities. These emerging powers will, at some point, be seeking alliances with the major space powers as they grow their programs. Which emerging space powers should the U.S. seek ties with? What kind of activities should be included in any agreements with these nations?
