2.What evidence exists that the community is experiencing the condition/problem, e.g., stories in the media, testimony before committees, expert opinion, beliefs, comparisons to national norms, secondary data, primary data, etc.
3.What are the needs of the community, as it relates to addressing the selected condition/problem? What are the barriers? Is there a capacity issue or efficacy issue? What about the built environment? Is there an issue there?
4.What stakeholders are associated with this condition/problem in the community? Discuss each stakeholder’s inclination for and against intervening in the condition/problem.
