2. Island nations such as Kiribati have great difficulty responding to climate change in ways that Canada does not. And Canada grew its industry without the concerns of climate change. What are the various challenges that they face in responding to climate change and does Canada have an obligation to help nations such as Kiribati respond to climate change (see enclosed Kiribati article).
