Voter ID laws

From Chapter 5:

Some states enforce strict voter ID laws or are in the process of enacting them. The stated goal is to decrease voter fraud; however, some have argued that stricter laws will make it much harder for certain groups, like minorities and the poor, to vote.

In your own words, taking care to fully explain and justify your answers:

Do you think stricter voter ID laws are necessary?
If so, why? If not, why not?
Do you think such laws do, in fact, have an adverse effect on certain groups?

What advice would you give to the Texas Legislature regarding the future of voter ID in the state? What modifications (if any) would you suggest to the current Texas voter ID law?
