On April 20th, 2022, The National Research Center announced a call for papers from national experts in criminal justice, mental health/behavioral health, and therapeutic jurisprudence. You have been selected to submit a White Paper entitled: Innovations in Problem-Solving Justice and Behavioral Health Across the Sequential Intercept Mapping Model.

This White Paper shall provide a multi-level roadmap for local governments, and community-based (private/public) stakeholders to reduce the growth of incarceration of persons with mental illness, and or behavioral health disorders (i.e., co-occurring substance use disorders.)

The National Research Center is asking you to consider the impact of the COVID-19 Pandemic in terms of trauma, depression, loss, grief; and the growing behavioral health and suicide crisis; and need for policy makers to consider the development of new evidence-based strategies to prevent and reduce incarceration.

White Paper Criteria: Your White Paper may focus on the juvenile justice or the criminal justice system (select one) and shall include the following:

1. Format: You must include a Title Page with your name. Each section must be properly numbered, with a brief descriptive sub-title.

2. Your White Paper must include a brief Opening Statement or Abstract describing the scope of the problem, based upon the research with supportive data, on the trend known as the criminalization of persons with mental illness.

3. Please expand upon you Opening Statement, and discuss the prevalence of persons with serious mental illness, and co-occurring substance use disorders in U.S. jails or prisons, or juvenile justice system Please identify barriers in terms of access to community -based mental health treatment and care, the impact of stigma and discrimination, and system of care shortfalls. Your discussion must address the intersection of social determinants of health, poverty, adverse childhood experiences and trauma.

4. Your White Paper, must include an overview of the evolution of Problem-Solving Courts, and identify how these courts differ from traditional courts. Please discuss the significance of the application of Therapeutic Jurisprudence, and procedural justice. (Please describe the goals, values and principles of TJ, and procedural justice.)

5. Based on the Sequential Intercept Model (See attached for SIM Tool) please describe two (2) “specific” models or programs which are intended to prevent and/or divert persons from incarcerated settings for each of the intercepts (0-5) across the SIM Tool ( i.e., community programs, crisis response, law enforcement, courts, schools, discharge/reentry and community corrections. ) Your response may include models for both adults, and/or youth.

6. Your White Paper should include a brief discussion of the current flux in community policing, and briefly summarize your top 3 Consensus Points as summarized in the Future of Public Safety Report, published by John Jay College of Criminal Justice and National Organization of Black Law enforcement Executives. (2020).

7. Your White Paper should include an evidence-based discussion on the need to prioritize suicide prevention on behalf of first responders. Please describe two examples of first responder suicide prevention models, or initiatives as discussed in Week 11.

8. Please close with your personal vision of a re-imagined JJ or CJ system; and how you plan to promote that vision through your professional pursuits.
