These are two different topics, but they are both about how medical treatment can harm people. Overdiagnosis is arguably a subjection of medical error. The morality of the topic is fairly straightforward in the sense that it is obvious both are bad. But the topic is a bit more subtle in working out how to avoid them or minimize the problems. There is also the question of who should be held accountable for medical error and what sorts of consequences are appropriate.
These days some nurses do diagnose patients. Certainly, nurses make errors. Sometimes doctors make errors and nurses know it.
