Explain the problems and issues (ineffective, long-standing, national problem, divides race and law enforcement, encourages stereotyping, etc.

For this assignment, you will organize the information you have researched and begin to put your plan (stage 2) in order. You will create your outline following the sample format. This will be a formal outline in which you will have the Introduction, Body and Conclusion created just like with the previous speech. And, do not forget your sources!

Be sure to follow the outline format exactly because that is how you will present your speech. Use the example attached as your guide and template. You will notice there are three questions at the end of the outline. These will be for your group discussion, not for the speech itself.

Teachers comments on stage 2:

The specific purpose is one, maybe two sentences. And, at this point, we should know there is a specific way we need to write it: “To persuade my audience to create more laws and awareness against racial profiling so…” Then out of this the thesis. Like the last speech, a thesis in a speech is ONE sentence. And, this is not a strong thesis. It is very vague in that it focuses more on just the definition of it. In a speech we do not want to outright give our statement of stance because we will give that in point three. We will allude to the stance, but focus on the main idea. More like: “Racial profiling and discrimination is a prominent part of society and reaches across all races, and the issue on how to alleviate it in law enforcement and on the job has been debated for decades.” See what I did here? Points are ok, but remember that point one is the problem, not just a definition. And, point three is your stance THEN action. Because there is so much more to how we organize this, I give everyone a little more guidance on their, specific, topic to show how it fits in Monroe’s. Your job is to research and create the outline. Of course, this is your speech, so you can change things to make it yours. Here is some guidance on how to organize this speech: Point 1: I. Give a statement about a difference in racial profiling and criminal profiling. A. Definition of racial profiling. B. Definition of criminal profiling. C. What is the difference? (Criminal profiling is legal, Racial Profiling and discrimination was declared illegal with the 14th Amendment, but from it’s passing to now, it has taken a while to gain momentum and for the law to actually work). Here is a site to help with the differences: https://inpublicsafety.com/2018/10/racial-profiling-versus-criminal-profiling-is-there-a-difference/ D. Explain the problems and issues (ineffective, long-standing, national problem, divides race and law enforcement, encourages stereotyping, etc.) Here are two ACLU a sites to help wit the issue: https://www.aclu.org/issues/racial-justice/race-and-criminal-justice/racial-profiling https://www.aclu.org/other/racial-profiling-definition?redirect=cpredirect/21741 E. Give racial profiling stats F. End with an example of racial profiling. Point 2: II. Main point sentence something like: “In order to protect children, adults, and our communities , we as a country must encourage four solutions.” A. Laws 1.Implement policies that prohibit racial profiling 2.Tougher laws on excessive force What should the laws state? Will these be state and/or Federal? Will they be implemented in the state and/or Federal governments? B. Enforcement of Laws 1.Protocols 2.Checklists for various law-enforcement situations How? What protocols? What will the checklists state? Will there be someone “checking”? What about requiring all PD’s to have body cams? C. Punishment for racist Behavior 1..Tougher consequences (what should be done…Additional training classes if a situation has been reported. If bad enough, termination.) D. Education and Training for law enforcement and the Public 1. Training on new hiring processes 2. Annual, continuing ed for Police Dept’s (what should be taught) 2. Courses in schools (maybe in a health and safety course, perhaps in a Civics course). 3.Bring more awareness with clubs and classes for adults ***You do not have to bring the public education in here, but you can to “spread the word and inform”. Point 3: This is your stance and action: III. I believe racial profiling is wrong and there should be a no tolerance policy in all law enforcement offices and departments because… A. Why does this need to end. B. Benefits if the solutions are adopted. C. Consequences if they are not adopted. D. Action steps – what the community can do to support your solutions (contact legislators, sign petition, etc.) This should help you get started.
