Discussion EXERCISE #1- REPORT OF THE TASK FORCE ON PRIVATE SECURITY
The 1976 “Report of the Task Force on Private Security” is considered by many security practitioners to be the first comprehensive attempt in delving into the private security profession to determine its strengths and vulnerabilities. The National Advisory Committee on Criminal Justice Standards and Goals had previously published standards and goals for the various other “actors” within the criminal justice system, including police officers, judicial officers of the courts, and correction officials in an attempt to professionalize the entire criminal justice system thereby alleviating abuses that were occurring and addressing several other identified areas of concern. This Report, and others, were follow-ups to the original publications.
After reading the assigned pages of this Report, describe in your own words the broad purpose of the Task Force officials who studied private security at that time and the most significant contribution the Report made to the study of security management today. Incorporate into your response at least five (5) specific recommendations made by the Report, and to the best of your knowledge, based on your independent research during the week, state whether or not the recommendations have been enacted in the states or not. Discuss why our states(US) and the private security profession itself might be reluctant, or even adamantly opposed to certain recommendations.

The “National Advisory Committee on Criminal Justice Standards and Goals 1976 Report of the Task Force on Private Security (PSTF)” introduces students to the various definitions of private security, its scope, components, and provides a brief historical background of the industry. It also examines the role private security plays in crime prevention and the criminal justice system. This report represents one of earliest comprehensive efforts by government and private security officials endeavoring to promote professionalism in the private security industry by developing and upgrading operational standards and regulations, which continues to be significant issues confronting those in security leadership positions today. Aspiring private security managers and students of security management should read the specific sections cited below to understand the history and nature of private security in the United States, but more importantly, analyze the concepts and principles presented and begin developing the skills required to organize and administer an effective security program.

Discussion EXERCISE #2
In “Managing the Boundary Between Public and Private Policing,” the author provides the class with yet another opportunity, at least for the purposes of the document, to define private policing, identify the providers of private policing, and to take another look at the significant issues and concerns related to using private security operatives for policing activities from a public policing perspective. While the concerns in the United States “have never been sufficient to make any serious dent in the general enthusiasm for commercial private security,” the discussion is primarily directed at police executives and their assessment of the risks/benefits associated with private partnerships (Sparrow, 2014, p. 7.). Nevertheless, the discussion also has implications for private security operatives.
Based on your understanding of that discussion and any other independent research you have completed this week, discuss the major “concerns” expressed in the paper and the actions you might take as a security director of a cadre of private policing personnel seeking to alleviate any potential issue when establishing private/public partnership arrangements.

“Managing the Boundary Between Public and Private Policing,” written in 2014 by Malcolm K. Sparrow, in a collaborative effort between the National Institute of Justice (NIJ) and the Harvard Kennedy School, addresses issues concerning the working relationships and activities between public police and private security operatives. The paper reviews the potential benefits and risks of partnerships between the two entities. Aspiring private security and law enforcement managers and students must recognize these risks so they can formulate plans and devise more effective implementation strategies for their respective operations to further their individual organization’s mission.
