Briefly describe the transition from a traditional line-item budgeting approach to a performance-based program budgeting approach for the State of Florida. What were the key differences?

After reading the mini-case and the article, please respond to the following questions:

1- Briefly describe the transition from a traditional line-item budgeting approach to a performance-based program budgeting approach for the State of Florida. What were the key differences?

2- Did the implementation of performance-based program budgeting in Florida result in a better budgetary process and outcome? What were the strengths and weaknesses? Did any group disproportionately benefit from the change?

3-Rubin discusses how the shift from line-item to program budgeting was designed to shift power from the legislature to the governor? Was that the outcome? Was this a positive change in legislative-executive relations.
