As you know, you have a tax policy research memorandum to write in this course. The following is a brief guide to successfully completing the assignment.

Essentially, I am asking you to write a memorandum (single spaced, left-justified block format, addressed to me – if you do not know how to write a memorandum, there are many examples available online) that alerts me to an issue of tax policy that I should be aware of. That issue should have implications for strategy – in other words, it should be an issue that will provide opportunities for a firm to take proactive action to reduce tax exposure.

The easiest way to approach the assignment is to simply go to the website of a good newspaper (New York Times, Washington Post, Financial Times, Boston Globe, etc.) or other news source and search for tax policy/tax issues. Then read a few articles and settle on one that you find interesting. Once you do so, you can start to write the memorandum, which has to have the following parts:

Introduction (short paragraph)
Issue Background (1-2 paragraphs)
Key Issues (3-4 short paragraphs, one issue per paragraph)
Your Analysis and Assessment of What Will Happen (2-3 paragraphs)
Conclusion (1 paragraph)
References (you should have at least five. They do not have to be peer-reviewed, but they should be credible).
In addition to looking at news sites, many students find good topics from the websites of the major accounting firms. For example: Excise taxes, Taxing remote workers, Taxing robots (its a thing), The State and Local Tax deduction, etc.

You are free to choose any topic you want, as long as it (1) is a tax policy issue and (2) has some connection to strategy. So, for example, I might write about strategies to avoid the Massachusetts Estate Tax, or how start-up firms can position themselves to attract venture capital given the Massachusetts short term capital gains tax rate.

A good memorandum length would be 750-1000 words or so, which is harder than it looks. Note that this introduction is just under 350 words.
