Redistricting is the process by which the boundaries of the districts represented by members of state legislatures and the House of Representatives are drawn. As the district boundaries affect who legislators’ constituents are as well as what voters elect them, this can have major consequences for elections. This process is thus fraught and full of opportunities to manipulate it for political gain. Partisan gerrymandering is one obvious example, but others exist as well. What do you think is the best set of criteria for ensuring fair redistricting? Why? Should partisan advantage be permitted as a consideration? Explain your reasoning.
