The Panama Papers was a massive leak of 11.5 million leaked encrypted confidential documents that were the property of Panama-based law firm Mossack Fonseca in Panama. The documents exposed the network of more than214,000 tax havens involving people and entities from 200 different nations. Many of these individuals were current or former world leaders, public officials, and politicians and hundreds of celebrities, business people, and other rich individuals (Investopedia, 2020).The Panama Papers exposed how some of the world’s most powerful people, such a Vladimir Putin of Russia, the father of Prime Minister David Cameron of Britain and relatives of President Xi Jinping of China may have used off shore bank accounts and shell companies to conceal their wealth or avoid taxes. Conduct a “financial investigation” using data and intelligence found through the ICIJ Off-Shore Leaks Database. Author an investigative proposal outlining how the investigation fits the FIU strategies. The report will explain the additional information and intelligence needed, the tools that will be used to obtain further information and intelligence, the laws that govern the investigation, and recommendations on how to proceed with the investigation.
Analyze information from cases in the database, and discuss how financial intelligence and FIUs would be used to identify shell entities used to hide money and resources. Write an investigative proposal report that would be provided to a prosecutor with recommendations on how to proceed with the investigation based on the intelligence analysis.
Please make sure that the final papers address the required elements of the assignment and SPECIFICALLY address:

5. laws and legal restrictions.

Also, make sure to include recommendations for prosecution or further investigation based on the analysis of the case selected from the ICIJ database. These recommendations should come from the perspective that these subjects or corporations will be prosecuted under US jurisdiction.
