This is a research project paper about the Dust bowl of the 1930s, and should describe; 1) the context of the disaster and physical and human aspects of that case; 2) the different impacts of the disaster; 3) the societys responses to the disaster; 4) vulnerable groups; 5) what are the lessons of this case for reducing impacts of similar disasters in the future. For mitigation planning, you should explain the policies of the case and also include additional ideas that could be developed for mitigation planning for similar cases. You should argue about the roles of residents, business owners, government officials, representatives of non-profit organizations, emergency managers, etc.
