Some of the changes the progressive movement made to California’s political institutions were implementing direct democracy by empowering citizens and allowing them to make statues and constitutional amendments without much involvement from the legislature. Additionally, the referndum process allows them to repeal laws and the recall process removes elected officials before their term limit is over. The effects the Progressives intended the reforms to have on the state was to give citizens better representation. That’s why reforms focused on empowering citizens. The initiative process has been one of the most impactful, controversial, and consequential legislation. California citizens use it frequently. It has four stages: drafting, qualification, election, and post-election. People like to use this tool because it allows them to bypass the legislature, stop its reversal, repeal or amend other voter-approved initiatives and override the state supreme court. I think its effects are what the progressives intended but I don’t think they thought it would become such a prevalently used process.
