‘Filibustering,’ or”unauthorized, illegal, and aggressive expeditions” in foreign countries, was a common theme in California’s history in the second half of the 1800s. These illegal activities by American citizens in California often involved going to other sovereign nations and claiming that because of the government’s incompetence/corruption/anti-American mood the Americans were “forced” to take action, often in the name of the Monroe Doctrine or Manifest Destiny. Over the past two decades the American government has directly intervened in the affairs of two governments (Afghanistan and Iraq) and attempted to impact governments around the world (Iran, North Korea, Cuba, Venezuela, etc.). These recent interventions and actions reveal that the United States still acts in largely the same way and for the same reasons as it did 150 years ago in Latin America.
