This section is where you tell me about the problem that your law/policy/program is addressing. For example, three strikes laws are addressing repeat violent offending. So you would provide a summary of that problem.

This should be approximately 2 pages and provide an overview of the crime problem your policy is addressing.

For example, if you are addressing, marijuana policy, you should be sure to address how much of a problem marijuana use is. You should have statistics to back this up. Who uses, how often, ill effects of use, how many ppl are arrested for this, how many ppl are sentenced for it, how long is average punishment, how does punishment affect offenders, etc (this is NOT an exhaustive list).

This section should begin with a primary heading (centered and bolded) titled Statement of the Problem.

1. This section is where you tell me about the problem that your law/policy/program is addressing. For example, three strikes laws are addressing repeat violent offending. So you would provide a summary of that problem.

2. This section is NOT problems with your law/policy/program. That is either ethics or critique.
3. All statistics require an immediate citation. They are treated like direct quotes. They do not go in quotation marks but must be cited at the end of the sentence in which they are referenced.
4. Do not start saying this article says Tell me information and cite it.
5. The title of this section is Statement of the Problem. Bolded and centered.
6. Citations go inside the quotation marks.
7. Do not use statements like This paper will. Your subheading tells me what this section is about. Just tell me the information.
8. Quotes of 4+ lines are indented ands ingle spaced. They do not use quotation marks.
9. QUOTE SPARINGLY. Learn to paraphrase cite that.
