Introduction
Safety assessment is the detailed collection of information that might threaten an individual, institution, or community to analyze the significant and current threats to impose safety. People normally face challenges, especially when working, and the challenges might be severe enough to risk people’s lives. There is, therefore, a need to ensure that the safety of the people involved is taken care of. Risk is assessed by identifying the hazards, deciding who might be harmed, evaluating the risk, and deciding on the precautions that should be taken. In addition, it also involves recording the findings and implementing them, reviewing the risk assessment, and stating whether it should be updated. A safety assessment checklist should involve identification, risk analysis, the likelihood of the impact, and the cost of solutions that should be applied to ensure that the people getting involved are safe. The research aims at reviewing the safety assessment of a college by evaluating the risks that the people have been predisposed to and thus determine the solutions that should be identified to fix the risks.

I. Abstract
Its late in the afternoon. You have just crossed off the last item on your daily itinerary, when in the distance you hear the faint sound of approaching sirens. You notice they are not continuing closer but seem to have settled in the proximity of the Student Center. Although it is not often you dial this number, your thumb intuitively glides across the face of your cellular phone. After a brief moment of silence, you hear Hello, hello Chief Kelly.
He hurriedly answers your inquiry and informs you of the medical transport of a student due to a minor injury. Although you have exhaled a sigh of relief, we know in part it is not only our imagination that threatens our perception of safety. An incident like this is merely an indication of the potential and inevitability for another of greater magnitude.

II. Recommendations
Today the leadership of institutions of higher learning, similar to municipal & political legislators is confronted with the herculean task of finding a balance in the societal call to Defund Police and Increase Safety. Recognizing this institution fiduciary responsibility to both students and State of Maryland, understanding fully our promise of in loco parentis, the following recommendations have been extrapolated from a larger ongoing assessment of Campus, Community and pertinent CLERY Reportable locations.
1. Patrol Staffing & Deployment: The Univ. of Maryland Eastern Shore is a public institution with a total enrollment of 4,467 with 2,070 being undergraduate students. Being a campus with rural setting and campus size of 745 acres that houses approximately 49 buildings, dining & residence hall and general use facilities creates a unique challenge for patrol with present staff of five sworn Law Enforcement Officers. For this type of extenuating circumstances, The International Association of Chiefs of Police (IACP) cautions against strict adherence to universally applicable patrol staffing standard ratios, such as officers per thousand population. The recommendation of an additional six Officers increases responsiveness, efficacy and creates appearance of omnipresence.
2. Equipment / Infrastructure Peripherals: With a Community Policing focused patrol model, the recommendation for the acquisition of three bikes & appropriate Uniform is requested.
a. Evaluation of existing Blue Emergency Phones, acquisition of additional Emergency Phone locations and integration with Radio Dispatch.
b. Evaluation of existing Web Based IP & CCTV Cameras, acquisition of additional strategically designated locations.
c. Office Panic Alarm in President, Dean of Students & Bursar Office assuring they are in working condition.
3. Non-Sworn LEA Personnel: In keeping with adherence to VAWA (Violence against Women Act) as a state subsidized institution the following request for personnel hire or training of existing employees is being made.
a. Risk Reduction Specialist / Victim Assistance /RAD (Rape Aggression Defense Instructor).
b. EMT with acquisition of Narcan & Deliberator. (In consideration of limited hours of infirmary and trend for underage consumption & Opioid / fentanyl crisis.
c. Community Relations: In addition to the implementation, of my Community Relations initiatives, I seek to explore & develop relationships with UMES Public Relations Dept. to insure controlled exposure through media sources are consistent and always in alignment of University brands and trademark/copyrights. This includes guidance regarding Social Media Presence i.e.: YouTube, Facebook, Instagram, TIC TOK & Tweeter and other misc. outlets.
d. Emergency Response: Emergency Preparedness exercises will be discussed/developed with appropriate UMES administration, Board of Trustees, & University Counsel for the purpose of developing standard operational procedures regarding Active Shooter, Fire Drills, and Shelter in Place exercises, Emergency Alert Protocols, Cell Phones & Community Sirens.
e. Professional Standards: Standard Operating Procedures will be clearly delineated upon review and assessment of current General Orders. Additions and amendments to General Orders will be disseminated through annual training, roll call bulletin.

III. Conclusion
The FBI reports there being over 18,000 Police Dept. in the U.S. to date. Each of these Departments may have different laws of governance. Many espouse for this reason there is no universal laws regarding standard operational procedures. The above information is observations I have made supported by my professional experiences as Chief of Police in a litigious society. Police are entrusted with a great deal of authority. The above recommendations are collaborative solutions with colleagues in the judicial branch of government, university counsel and civic organizations.
