1. Remember this section tells the reader why your policy/program/law developed/changed over time. What was going on when the policy/program/law was adopted that led to its adoption? How has it changed over time and why?
2. Think about the order in which you are addressing the policy environment issues. I suggest covering them (if there are multiple) in chronological order.
