Analysis of the 2020 Presidents Commission on Law Enforcement and the Administration of Justice
In recent years the relationship between local police and their communities have fallen into a state of disrepair. Perceptions of aggressive policing, misconduct, inappropriate use of force, race and class based discrimination, and an unwillingness to change has eroded levels of trust and confidence in the police among citizens. Distrust and perceptions of inappropriate actions by the police have sparked riots in small cities (i.e. Ferguson) and large urban centers (i.e. Baltimore).
In response to troubled relations between police and the communities they serve, the Obama Administration established the Presidents Task Force on 21st Century Policing in 2015. Similarly, the Trump Adminitration established the Presidents Commission on Law Enforcement and the Administration of Justice in 2020. In the latter, fifteeen (15) issues are examined, each with its own chapter that provides a background and current state of the topics within the issue. Also included witthin each chaoter are specific recommendations to improve law enforcement and the administration of justice in the United States.
For this paper, you are required to analyze the 2020 Presidents Commission on Law Enforcement and the Administration of Justice, which is included in this folder (see below).
Content of your paper:
Open your paper by providing a discussion on the overall goal of the report – why did former President Trump and his administration constituted this Commission?
Discuss which issue (or issues) you believe is most critical to the future of police / community relations. Here, I am asking you to define the problem, situate it in its institutional / social context, link it to current events, and make an argument about the problem grounded in data or analysis you take from course material and outside sources.
From the perspective of community residents, discuss one or two issues along with its recommendations that are likely to have a substantial impact on police-citizen relations.
From the perspective of police officers, discuss one or two issues along with its recommendations that are likely to to make officers feel more supported and less embattled.
Finish your paper by providing a discussion on the current state of policing in America and the areas that still need improvement.
IMPORTANT: You MUST support your perspective and answers with at least 5 scholarly / academic resources (i.e. journal articles and books) or other evidence (i.e. government reports). Please contact me if you need help finding scholarly sources. Some good places to start finding outside academic resources are the UARK library (http://libraries.uark.edu – “Quick Search” by including key words) and Google Scholar (https://scholar.google.com). In addition to these sources, you may support your position with a wide range of other sources such as the media reports.

Papers should be submitted on Blackboard using the assignment link. Please do not e-mail it to me unless for some reason you cannot connect to blackboard, in which case it is better to e-mail it to ensure that it is in on time.
The Better late than never rule: Late papers will be penalized. I will automatically deduct 40 points for each day that is late. Partial credit is much better than a 0.
Page length (page requirements vary by assignment; the following are general guidelines)
Your paper must be between 5 and 7 pages long.
Page length is not the main consideration when grading, but it is one indicator of the amount of effort you put into the assignment. If the assignments specifies 5 to 7 pages, papers must be at least five full pages of text to earn a C or better (not counting cover page). This does not mean that simply typing three pages will earn you a C, it means I will not award a grade higher than a D to a paper less than three pages.
Format
This is a term paper assignment NOT separate essay questions. You should answer each of these questions/discussion points within a term paper format.
Papers must be double spaced, with 1-inch margins, in 12pt font.
Papers must include a cover page with the following information
The Course Title (SOCI/CRIM 3043 – Police and Society)
The assignment: (e.g., “Analysis of the 2020 Presidents Commission on Law Enforcement and the Administration of Justice)
Your name: Joe/Jen College
The date you submitted the paper.
References and citations should follow either MLA, APA, or Chicago format (whichever you are most familiar with).
Other Considerations
Papers should be well-written (clear and comprehensible) with few grammatical or spelling errors.
Proofread, proofread, proofread! Spell-check will not tell you if you left out a word or used the wrong word in a sentence.
Organize your ideas in a logical way that the reader will be able to follow, and use appropriate paragraph breaks. Generally, a paragraph should address one main idea or topic.
Plagiarism (presenting others ideas or words as your own) is unacceptable. Use your own words and appropriate citations. Include a list of references on a separate page, when relevant. Plagiarism will not be tolerated.
Professionalism matters in your coursework as it will in your career. Following the directions, attending to details and, of course, meeting deadlines are all signs of professionalism. Best of all, if you do these things your work really will be better!
Other Important Notes
This exercise is a written assignment designed to assess students ability to apply the information and concepts learned through the readings and assignments to real world problems and dilemmas. Students must critically examine the issue or topic at hand. Responses should be thoughtfully written, with attention to spelling and grammar, and should indicate the students ability to critically examine an issue and integrate knowledge from various sources along with their opinion and perspectives. Your paper should develop a few primary ideas, key points, or perceptions; support them with specific evidence; and present ideas and evidence in clear language and a logical order.
I will consider the following questions as I grade assignments:
Is it clear and unbiased? Does the expression of the question do justice to the complexity of the matter at hand?
Does the writer cite relevant evidence, experiences, and information essential to the issue(s)?
Does the writer clarify key concepts when necessary?
Does the writer show a sensitivity to what they are assuming or taking for granted? (Insofar as those assumptions might be reasonably questioned)?
Does the writer develop a definite line of reasoning, explaining how they arrived at the conclusions?
Is the writer’s reasoning well supported?
Does the writer show sensitivity to alternative points of view or lines of reasoning? Do they consider and respond to objections framed from other points of view?
Does the writer show sensitivity to the implications and consequences of the position they have taken?
