Much of government functions within the framework of a bureaucracy and this has its advantages. Yet, in order to break through some of the limitations that bureaucracies impose, governance of public issues has moved toward approaches that include partnerships with the private and not-for-profit sector. Assess these efforts to create new modes of governance. Is it working? Are the old methods of direct government provision more reliable? Be sure to reference examples from the reading, including the Lewis book, where examples abound as well.
