The purpose of the paper is to come up with a theory and testable hypothesis and explain a research design for some political question of your choosing. For example, the relationship between political attitudes and behavior; what explains the duration of conflict between two nations?; what differences among various legislative institutions influence political outcomes? Of course, these are just several out of many possible topics. You are free to pick any political phenomenon that interests you. The key is for you to focus on two variables that you believe share a relationship. You do not need to collect any data! Rather, the purpose is to describe a theory and hypothesis along with a plan on how that hypothesis could be tested. The paper should focus on explaining the relationship between the two variables and how you would possibly test such a relations
The purpose of the paper proposal is to start thinking about a paper topic. With that said, ideally, the proposal will represent a fully formed statement about why two concepts are related to one another along with ideas about how the concepts might be measured. At a minimum, it should detail what two concepts will be studied in the paper along with at least some discussion of why the two concepts are related. You will likely be able to directly use some of the languages in your proposal in your full paper, for example, your discussion of your theory and hypothesis.
