The ethical system most widely used in the public sector is Utilitarian Ethics and Consequentialism. In Utilitarian Ethics what is good and ethical is what benefits the majority and what is the best outcome for society. The problem is how do we know what that outcome will be and what about the minority that does not benefit from the practice or outcome, must we ever take the interest of the minority into consideration?
