Analyze how political and economic forces both interact and impact domestic and international public administration issues

You are part of a committee attempting to draft a new government for a failed state. The culture of the country is roughly western, with a tradition of both free enterprise and representative democracy. Given this, draft a memo concerning the creation of a new government. This memo should be based on the Readings in this unit and class, plus outside research if needed. The memo should be roughly 6-8 pages and address the following:

At least six institutions (courts, police, etc.) that would support the growth of both industry and useful non-profit non-governmental agencies.
The basic philosophy of trade and immigration with other similar representative democracies. This philosophy should focus on producing prosperity and useful services, especially in light of encouraging non-profits.
Possible roadblocks to the development of useful institutions, prosperity, and successful non-profit and non-governmental organizations. Be sure to address issues of implementation. How can you form structures so that the institutions can flourish on an administrative and practical level?
You can use any format for the memo, but it should flow logically. I might suggest an introduction, and then a separate section concerning what non-profits need generally, a section on what institutions are helpful, and then a final secticixon on predicting and overcoming roadblocks.
